Only attorneys may register for efiling.

ECF adheres to Rule 11 of the Federal Rules of Civil Procedure. Per Local Rule 5-1, the e-filing login and password together constitute one's own signature for all the purposes of Rule 11 of the Federal Rules of Civil Procedure. Just as paper pleadings must have the participant's signature (not a secretary, assistant, etc.), electronically filed documents are automatically assumed signed by the efiler.  Therefore, since the efiler is virtually "signing" the document by logging into the system and submitting a PDF file, only attorneys may register for efiling.

BUT - If you are not an attorney, but must efile for an attorney, never fear! -- Per Local Rule 5-1, attorneys are allowed to issue their login information to someone in order to efile on their behalf (such as a secretary or assistant).  An attorney may also add a secondary email address to get notification of efiled documents.  This can be immensely useful if the person doing the efiling on the attorney's behalf does not have access to the attorney's email.
