Per Civil Local Rule 11-3, if the applicant is not admitted to the bar of this Court (CAND), the applicant must appear pro hac vice. Please see the FAQs located HERE to make sure the applicant is adhering to all rules regarding pro hac vice.
Note that you can register for an Efiling account even if you are not
yet admitted to practice before the Bar of this Court.
